 Synopsis:&nbsp\;&nbsp\;Resistance to change is a 
 common problem found in most transformation initiatives. When coupled with
  over 20 years of cultural bias and significant technical debt\, common so
 lutions to the problem can encounter some unique challenges. This presenta
 tion describes how Project Management principles and practices aided to mo
 dernize and transform the delivery of IT services for a state agency. Furt
 her\, it describes how those same concepts were employed in both the plann
 ing and execution of real transformation initiatives and how they were ing
 rained in the resulting IT organizational structure by design. This approa
 ch has proved invaluable in overcoming the inherent challenges presented b
 y the many detractors that are routinely found in a long-tenured IT staff 
 facing significant change.
